You might have already referred to the VMware KB article -https://kb.vmware.com/s/article/2081464. The VMware KB article 2081464 explains to have the FSCK done from the inbuilt GRUB loader in the vSphere appliance. However, NSX manager appliance does not let you to edit the GRUB string , so you cannot force appliance with /bin/bash.
